The Final Report for the Safety Policy Study was presented to the MPO Policy Board and approved at their regular meeting on December 16, 2025. 

Study Background and Objectives

The Bismarck-Mandan Metropolitan Planning Organization (MPO) is completing a formal study to identify and categorize the types of safety countermeasures that are used on the regional transportation system. The MPO and its jurisdictional partners desire clarity on what countermeasures are appropriate for typical roadway types or typical intersections and a tool to help guide safety countermeasure selection. This is a regional study, which includes the following jurisdictional partners:

• City of Bismarck
• City of Mandan
• City of Lincoln
• Burleigh County
• Morton County

The Safety Policy Study will align with the U.S. Department of Transportation’s (USDOT’s) Safe System Approach, will serve as a Comprehensive Safety Action Plan, and will help BMMPO achieve the following preliminary goals: 

1. Identify what type of measures have been used on roadways and which types of measures are best practices (i.e. proven safety countermeasures).
2. Guide local jurisdictions’ consistency in implementation of proven safety countermeasures and best practices.
3. Position local jurisdictions and communities to be eligible for and pursue Safe Streets and Roads for All (SS4A) funding for future project implementation (includes eligibility and pursuit of Highway Safety Improvement Program or HSIP funds).
