[ARCHIVED] Bismarck Planning and Zoning Commission to hold public hearings

Notice is hereby given that the Bismarck Planning & Zoning Commission will hold public hearings on Wednesday, November 18, 2020, at 5:00 p.m. in the Tom Baker Meeting Room, City-County Building, 221 North 5th Street, Bismarck, North Dakota, to consider the following items:

• Request of Knutson Homes, Inc. for approval of a minor subdivision final plat for Boulder Ridge Seventh Addition First Replat, a 76-lot subdivision on 58.99 acres. The property is located in north Bismarck, east of North Washington Street, along the south side of 57th Avenue NE (a replat of all of Boulder Ridge Seventh Addition in part of the NW1/4 of Section 16, T139N-R80W/Hay Creek Township).

• Request of Angel Properties One, LLC and First Steps Learning Center for approval of a special use permit for a child care facility to be located on Lots 22-23, Block 12, Replat of Part of Homan Acres. The property is located in central Bismarck, east of North Washington Street, between West Turnpike Avenue and West Capitol Avenue along the east side of North Kavaney Drive (2039 Kavaney Drive).

• Request of HISB Properties and Grace Action Chapel for approval of a special use permit for a religious institution in an RT – Residential zoning district to be located on Lot 2, Block 1, Meadow Lark Hill Second Addition Replat. The property is located in west Bismarck, south of I-94 and west of West Divide Avenue, along the west side of Schafer Street (2000 Schafer Street).

• Request of Arc CAFEUSA001, LLC, Vereit, Inc. and Chinatown Buffet for approval of a special use permit for a drive-through in conjunction with an existing restaurant on Auditor’s Lot C of Lot 1, less Auditor’s Lot A-1 of Auditor’s Lot C, Block 1, Riverwood Addition. The property is located in south Bismarck, south of West Bismarck Expressway and west of South Washington Street along the north side of Riverwood Drive (330 Riverwood Drive).

• Request of the City of Bismarck for approval of annual amendments to the Growth Phasing Plan.  The proposed amendments would modify areas of the Growth Phasing Plan to reflect changing development conditions.

At these hearings, the Bismarck Planning & Zoning Commission will provide an opportunity for all interested parties to be heard with respect to these items. Due to ongoing public health concerns related to COVID-19, the City of Bismarck is encouraging citizens to provide their comments for these items in writing or via email. Interested parties may submit written or email comments regarding these requests at least one business day prior to the meeting to the Community Development Department, PO Box 5503, Bismarck, North Dakota 58506-5503, fax: 701-222-6450, or email. Interested persons may also call 701-355-1840 with questions, for additional information, or to facilitate alternate means to appear at the public hearing without having to appear in person.  

Descriptions of these requests are on file and may be viewed or copied any working day between 8:00 a.m. and 5:00 p.m. at the Bismarck Community Development Department, 221 North 5th Street, Bismarck, North Dakota.
