[ARCHIVED] Bismarck-Mandan MPO Seeks Proposals

The Bismarck-Mandan Metropolitan Planning Organization (MPO) hereby requests proposals from all interested and qualified contractors or consultants to provide automated data collection and assessment services and update the geo-database and pavement management systems for the cities of Bismarck and Mandan in the Bismarck/Mandan MPO area.

Written proposals should address (at a minimum) the following items concerning the firm:
1.) Past performance, including listing of projects and references
2.) The ability of professional personnel
3.) Willingness to meet time and budget requirements
4.) Recent and current work for Bismarck, Mandan, or the MPO
5.) Recent, current, and projected work loads of the persons or firm(s)
6.) Related experience on similar projects

The MPO reserves the right to reject any or all proposals received. The MPO reserves the right to limit interviews to three firms, whose proposals most clearly meet the RFP requirements. The selection of the Firm will be based on an evaluation of the wreitten proposals and oral presentations before a selection committee. The selection committee will then forward their recommendations to the Bismarck-Mandan MPO Policy Board for their consideration. Final scope and price will be negotiated with the successful firm following the selection process. If unable to arrive at a mutual agreement with the first ranked firm, then the Bismarck-Mandan MPO will negotiate with the next ranked firm.

A Request for Proposal, with a Scope of Work and detailed project requirements, is available for viewing or download by clicking on the "Additional Information" link below, or will be sent to interested firms for this project upon request. Written proposals from qualified consultants must be received on or before 4:00 pm Central Time, October 21, 2011. It is anticipated that the Policy Board will make a final decision on the consultant selection by December 21, 2011.
