Half Cent Sales Tax Extension
The City of Bismarck is proposing a home rule charter amendment that would extend the current half-cent sales tax used for the construction and reconstruction of arterial roadways. Originally approved by the voters in 2018, this sales tax has supported the construction of roads from a voter-approved list of eligible projects. The sales tax is set to sunset in 2029.
The City anticipates asking voters to consider a home rule charter amendment to extend this tax and adopt a new list of eligible projects. This updated list would continue to include arterial roadways and add select collector and local roadways. The City expects to place the measure on the June 9, 2026, primary election ballot.
A public input meeting was held on Thursday, December 18, 2025. The information shared at the meeting can be reviewed through this Online story map. A comment period and survey was conducted from December 18, 2025, through January 18, 2026, to collect feedback from the public on this proposal. The comments received will help inform the City Commission's proposed home rule charter amendment, which will be submitted to Bismarck voters at the June 9, 2026 primary election.
Street Utility Fee
The City of Bismarck is proposing a home rule charter amendment that would allow the use of a street utility fee to replace general special assessments for street maintenance. A public input meeting was held on Tuesday, November 18, 2025, to discuss this proposed change. The information shared at the meeting can be reviewed through this online story map. A comment period and survey was conducted from November 17, 2025, through December 7, 2025. The results were analyzed and shared with the City Commission in January 2026. The comments received will help inform the City Commission's proposed amendment, which will be submitted to Bismarck voters at the June 9, 2026 primary election.

The City of Bismarck is proposing an extension of Tyler Parkway between Valley Drive and Cogburn Road. This extension would cross Tyler Coulee and improve connectivity and emergency service response time in NW Bismarck. Bismarck City Commission Meeting:
The Bismarck City Commission was presented with the preliminary engineering report, public involvement report, and a project presentation at their meeting on April 8, 2025. The Commission voted to proceed and the decision portion of the preliminary engineering report has been updated to include their direction. Project Location Map
The City of Bismarck is under contract to reconstruct E Century Avenue between Centennial Rd and Kost Dr and construct E Century Avenue from Kost Dr to 52nd Street NE and 52nd Street NE from E Century Ave to Gold Dr. The project includes traffic and pedestrian safety and vehicular capacity improvements within the reconstruction area. The extension area is envisioned as a 3-lane curb and gutter section on E Century Avenue and a 2-lane ditch section rural roadway on 52nd Street similar to the existing 52nd Street north of Gold Dr. Construction will occur primarily in 2025 with some carryover work in 2026. This project is funded primarily through the half-cent sales tax dedicated to the construction of arterial roadways.

A public input meeting was held on Thursday, February 22, 2024, at Sunrise Elementary School. Meeting material links are below.
The proposed project includes upgrades and safety improvements of Ottawa Street located in north Bismarck, from approximately 1,000 feet north of 43rd Avenue NE to Canada Avenue. Property owners along Ottawa Street have petitioned the City to make these necessary infrastructure improvements as part of their development, prompting the future creation of an assessment district to cover the majority of project costs. Multiple roadway design alternatives will be considered to ensure that the final design of the project balances the priorities of the City and stakeholders. Construction is anticipated in 2026. A reconstruction project along S Washington Street, between Burleigh Avenue and the South Bismarck Drainage Ditch is being proposed by the City of Bismarck and the NDDOT. Project improvements include mobility and safety improvements for vehicles, bicycles, and pedestrian traffic as well as street lighting and stormwater improvements. Alternatives selected by the City Commission are a 3-lane corridor with a roundabout at Burleigh Avenue and traffic signal at London Avenue/Santa Fe Avenue. Construction is anticipated to start on or near April 15, 2024 with a majority of the work planned to be completed by the end of the year. Southbound traffic only will be maintained through the work zone with vehicle and pedestrian detour routes available.

Project Timeline
Construction of the project is scheduled to start mid-April 2024 and the roadway is expected to be ready to open to traffic by the end of October 2024. Miscellaneous items will carry over into 2025 and traffic will be maintained during the remaining construction activities.
Project Funding
This project is being funded through a combination of funding sources with the main sources including half-cent sales tax, federal funds, and the water utility fund.
Construction Phasing
The contractor is planning to close South Washington Street to one-lane of traffic starting on April 15th. The southbound direction of traffic will be maintained throughout construction. The southbound lane of traffic will remain on the existing roadway for approximately one-month, and then will shift over to a temporary roadway that will be built along the west side of the corridor, near the shared-use path. Northbound traffic will be detoured east along Burleigh Avenue to 12th Street, and then back to the west along Wachter Avenue.
NDDOT Interstate Project Profiles
NDDOT broke ground on the I-94 Interchange (Exit 161) Reconstruction project in spring of 2024. The interchange reconstruction project is designed to support growth in northeast Bismarck and relieve what has become an increasingly congested corridor along Centennial Road/Bismarck Expressway and I-94. NDDOT has worked closely with the City of Bismarck, local business owners, and the public to find a traffic solution that would benefit the entire community. A modified single-point urban interchange (SPUI) was selected for this project because of its ability to efficiently move large volumes of traffic by converging traffic under one set of traffic signals.
A minimum of one lane in each direction on the I-94 corridor will be open for the duration of the construction. The northbound and southbound traffic will be limited to one lane in each direction with a dedicated left turn lane where required with access to and from the interstate continuing throughout the project. The new bridge can be entirely constructed while the existing bridge is still in service. The existing Exit 161 bridge will be removed after traffic is completely shifted to the new bridge.

The North Dakota Department of Transportation (NDDOT) is completing an Engineering and Feasibility Study for Interstate 94 Midway and the Grant Marsh Bridge. The bridge is reaching the end of its useful life and will need replacement in the future. This provides an opportunity to consider operational improvements for the I-94 and I-194 roadways and ramps. These Interstate improvements would work jointly with replacement alternatives for the Grant Marsh Bridge.
The first Public Input Meeting was held on June 5, 2023, in Bismarck. This meeting provided project background information and collected feedback on existing conditions, concerns, and opportunities within the project area.
A second Public Input Meeting was held on Thursday December 7, 2023 at the Morton Mandan Public Library. This meeting provided potential alternatives and collected feedback.
